Since I LOVE found footage films, I ran across this movie listed on several websites.  What exactly is this movie about?  Is it a horror found footage film?

it tells you in the very beginning what it is.  When Harmony was a kid there were these old people that hung out under a bridge and did crazy things. He made a movie about what he thought they did day to day. Pretty sure he filmed the whole thing with an old vhs camera. He says in the liner notes that he wanted it to look like something you'd find in an attic of a house you just moved into.
