What country are you in? That sounds pretty fucked and I know for sure you can't be charged for murder if your under the age of 14 in Canada. In some ways I like the law in Canada, like if you get in a fight with someone and you both give consent to fight you can't be charged with anything, well unless you cause a disturbance while doing so.
